Family Educational Rights and Privacy Act (FERPA)
School of Journalism and Mass Communication Policy

FERPA defines educational records as records, files, documents, and other materials which (1) contain information directly related to the student, and (2) are maintained by an educational agency or institution, or by a person acting for such agency or institution.

University Policy and Procedure Statement (UPPS) 01.04.31 sets forth the university policy regarding student records as required by FERPA.UPPS 01.04.31 also states procedures for parents/guardians requesting information on their children’s educational records.

"A parent who desires to inspect his or her child’s educational records (without the child’s written consent) may do so if the child is a dependent student as defined in Section 152 of the Internal Revenue Code of 1986." "The parent should present an affidavit to the office that maintains the records. The office will make the records accessible as provided by FERPA."

The School of Journalism and Mass Communication will release information on a student if the following conditions have been met:

(1) An affidavit as described above is presented to the School of Journalism and Mass Communication OR

(2) A Release of Education Records form is completed by the student and is presented to the School of Journalism and Mass Communication.

The School of Journalism and Mass Communication is committed to the efficient and effective fulfillment of Texas State’s mission. To this end, management of a student’s record will be carried out in accordance with the Texas Higher Education Coordinating Board; Regent’s Rules of the Texas State University System; and local, state, and federal law.
