Oskam is a professor in the School of Journalism and Mass Communication at Texas State University. She has served as Director since 2012 and was formerly Associate Director for Round Rock programs at the Texas State University Round Rock campus. Before joining Texas State University, Oskam was an associate professor at Texas Tech University.
Oskam holds a Bachelor of Arts degree in Radio/TV/Film from the University of North Texas, a Master of Science degree in Mass Communications and Doctorate in Higher Education Administration from Oklahoma State University. She earned her Accreditation in Public Relations (APR) from the Public Relations Society of America in 2015.
Oskam has directed various health, agriculture and safety public awareness campaigns and grant projects. Earlier in her career, Judy worked in public affairs/outreach positions for Oklahoma State University, The University of Texas System and was a television journalist for stations in Oklahoma and Texas. Several of her videos and television programs have won awards and recognition. Oskam received the Alan Scott Rising Star Award from the Texas Public Relations Association (2009). She served as President for the Southwest Education Council for Journalism and Mass Communication (2008-2009). Oskam currently serves on the national Accrediting Council for Education in Journalism and Mass Communication (ACEJMC).
An award-winning educator, Oskam teaches traditional, hybrid and online classes. She earned the Sloan Consortium Online Teaching Certificate and the Advanced Online Teaching Certificate from the Online Learning Consortium. Oskam conducts workshops and presentations on public relations and faculty development.
